Jean M. DeLuca

Jean DeLuca has served as bond counsel, issuer's counsel, underwriter's counsel, disclosure counsel and purchaser's counsel in numerous tax-exempt and taxable financing transactions. She has represented general obligation and revenue bond issuers, as well as hospitals, nursing homes, community providers, public and private colleges, private schools and cultural institutions. These financings have involved all types of financing structures, credit enhancements, security provisions and interest rate hedge options. Jean participated in major design/build and design/build/operate procurements for large transportation and water/wastewater projects, and has served as counsel to the Government of Puerto Rico, the Federal Department of Transportation and the Federal Highway Administration in establishing their financing programs for national highway, mass transit and airport projects.
