Experience Highlights
Municipalities and Public Entities
Having served as a city attorney for over 12 years, Lisa has a unique knowledge of and perspective on issues specific to government law, as well as experience drafting a significant amount of municipal legislation and overseeing its execution. During her tenure as a city attorney and in-house counsel, Lisa served as the liaison between government agencies and municipalities, and regularly provided advocacy on high-profile and complex construction, breach of contract, bid protest, real estate, and municipal legislation matters. Over the course of her practice, Lisa has also provided direct legal counsel to risk managers; internal auditors; engineering, building, procurement, planning, and zoning departments; public utilities; human resources; and police and fire departments. Lisa’s client advocacy work led to her being named a Top Government Attorney by South Florida Legal Guide four years in a row.
In 2013, Lisa managed the corporate implementation of Florida’s HB 7125 - Red Light Camera Reform Law, which clarified rules for turning right on red, lengthened ticket response from 30 to 60 days, and determined three options for drivers after a ticket is issued. In addition, she served as in-house management counsel for a class-action lawsuit that resulted in a significant, positive settlement for a major Florida municipality, and also as lead attorney on the demolition of a hurricane-damaged 34-floor condominium located within city limits.
Appellate
Lisa has successfully commandeered a wide range of appeals during her years in practice, providing both written and oral arguments to the courts. She has guided litigation relating to a local municipality’s water treatment plant which supplied water to over 34,000 retail and commercial customers as well as critical medical facilities within the City of West Palm Beach and the Towns of Palm Beach and South Palm Beach.
Environmental
In her environmental practice, Lisa has been involved in cost recovery and Superfund matters including legal issues relating to CERCLA remediation, allocation with other government and private party PRPs, and defending such parties in a major cost recovery case in Ohio.
