ABOUT Shelby M. Exposito
Shelby focuses her practice on advising public entities, with an emphasis on public finance and education. She serves as bond counsel for cities, community facilities districts, and other issuers throughout Arizona on various types of tax-exempt financings, such as general obligation bonds, special assessment bonds, and excise tax obligations. She also advises special taxing districts on budget and election matters.
Shelby represents school districts in a variety of areas. She provides guidance on public records requests and open meeting law compliance. She assists districts with special education compliance, attends IEP meetings, and defends districts in due process hearings before the Arizona Office of Administrative Hearings and investigations by the Arizona Department of Education and the U.S. Department of Education’s Office for Civil Rights.
In addition, for both public entities and private businesses, Shelby regularly drafts contracts, revises personnel handbooks, investigates employee complaints, provides staff training, and counsels employers on matters involving employee discipline, accommodations for disabilities, and compensation. She has defended clients from claims of employment discrimination, wage and hour violations, breach of contract, and related matters in federal and state courts and before the U.S. Equal Employment Opportunity Commission and the Arizona Civil Rights Division.
Prior to joining Gust Rosenfeld, Shelby clerked for the Honorable Frederick J. Martone on the United States District Court for the District of Arizona. During law school, Shelby was a Senior Editor of the Notre Dame Law Review and Career Chairman of the Student Bar Association. At Bradley University, she was a four-year member of the cross country and track and field teams.
